MAHRC welcomes members and visitors to our website which serves as a gateway to connect and to establish human resource consultants in every field of human resource management services and practices in Malaysia.

OBJECTIVES OF MAHRC MEMBERS                                      top

1. To serve and cater for the professional needs and interests of Members who are collectively known as human Resource Consultants involved in providing consultancy and advisory services in such specialised fields as industrial relations and human resource management.

2. To make representations to appropriate authorities whenever necessary on behalf of Members with respect to Labour Laws and all other matters affecting their rights and interests.

3. To take whatever steps necessary for the promotion and protection of the rights and interests of Members.

4. To promote and foster congenial relationships amongst Members or between Members and others.

5. To co-operate with other organisations whose interests and objectives are similar to those of the Association.

6. To establish Funds and draw up rules for the management and utilisation to fulfill the objectives of the Association.

7. To facilitate, promote and to provide a forum for regular consultation between members on matters of common interest.

8. To promote among Members the adoption of sound principles of consultancy practices and services.

9. To assist the government in getting feedback from employers and workers on government laws and policies relating to labour and industrial relations which are in force from time to time.

10. To contribute towards the enhancement of the standard of human resource management and the promotion and maintenance of industrial peace and harmony in the Country.

11. To provide free industrial relations assistance to deserving dismissed workmen.

THE RATIONALE OF MALAYSIAN ASSOCIATION OF HUMAN RESOURCE CONSULTANTS                                                    top


1. Open to all human resource consultants in Malaysia who have duly registered companies or firms which are involved in providing consultancy and advisory services or training in such specialized fields of industrial relations and human resource management.

2. To promote amongst members of the Association in particular, and amongst members of the profession in general, the adoption of sound principles of consultancy practices and services

3. To regulate Human Resource Consultants qualifying criteria, professional conduct and the standard of professionalism in Malaysia.

4. To initiate and facilitate the creation of such organizational framework and mechanism for the purpose of developing human resource consultancy practice in Malaysia as a profession that is duly recognized and respected.

5. To promote national interest in relation to the management of human resources and industrial relations by embarking on a national agenda to contribute towards the enhancement of the standard of human resource management and the promotion and maintenance of industrial peace and harmony in Malaysia.

6. To formalize the role and develop the identity and status of the profession of human resource consultancy as an institution that promotes and facilitates the resolution of disputes in labour and industrial relations matters.

7. To grant due recognition for our role and function by the relevant authorities and to be given the necessary co-operation by other similar organizations in advancing our common objectives, mission and vision.

8. To provide workers and employers with advice, guidance and sound practices on all aspects of human resource and industrial relations issues.

9. To be the frontliner to resolved disputes amicably between employers and workers, as mediator, conciliator and arbitrator, and play an important and effective role both in the development of international best practices in human resource management and in the promotion and maintenance of industrial peace and harmony in Malaysia.

10. To refine, adapt, gear and advocate techniques in delivery consultancy services towards the desired goal of a win-win situation for both parties and foster lasting harmony between employers, workers, and the government authorities in the Malaysia.

11. To assist the government in the formulation of development-oriented labour laws and labour policies in Malaysia.

12. To serve as an important and effective two-way medium to gather feedback from the people to the government as well as to disseminate the right message from the government to the people relating to labour issues.

13. To contribute useful inputs to the Ministry of Human Resource in discussions and deliberations conducted by the Ministry on proposed amendments to existing labour laws or proposed introduction of new labour laws,

14. To provide free services to deserving dismissed workers to assist them in seeking appropriate remedial measures under the labour laws.

15. To assist poor workers who have unfairly lost their jobs and means of livelihood in exercising the legitimate rights to seek appropriate economic and social justice under the laws.

CODE OF CONDUCT FOR REGISTERED CONSULTANTS TO REPRESENT CLIENTS AT JABATAN TENAGA KERJA

1. The Consultant may represent either the workman or the workman's employer but shall not represent both the parties in the matter.

2. The Consultant shall at all times uphold himself with good diplomacy, decorum and demeanour befitting that of a professional person and strive to resolve disputes amicably with a view to promote harmonious industrial relations.

3. The Consultant shall ensure reasonable effort in all matters referred by his/her client.

4. The Consultant shall attend to all meetings relating to his/her clients' matters when called upon by his/her clients.

5. The Consultant shall advise his/her client of his/her best opinion on the matters and at all times keep his/her clients informed of development and progress as and when it arises.

6. The Consultant shall not discharge himself or herself from the matter without reasonable excuse.

7. The Consultant shall advise and obtain agreement or consent from his/her clients before proceeding with any representation for the clients.

8. The Consultant shall obtain prior agreement on fees and such charges from the clients before proceeding with any representation.

9. The Consultant agrees that the Association shall have no responsibility in the matters between the Consultant and his/her clients whatsoever.

10. The Consultant shall indemnity the Association in all matters pertaining to his/her engagement with the clients.

11. The Consultant agrees that his organisation shall at all times remain a member in benefit of the Association and he/she shall at all times uphold the good image of the Association and he/she shall at all times uphold the good image of the Association and shall not engage in any actions that could jeopardize or compromise the interests of the Association.

12. The Consultant agrees that his/her appointment as registered Consultant to handle matters at the Jabatan Tenaga Kerja was through the endorsement of the Association and as such the Association may withdraw its endorsement at any time without any reason being assigned. In such a event, the Association shall be at liberty to inform the Ketua Pengarah Tenaga Kerja accordingly.
